Manatees can move freely from fresh or brackish to salt water.  From November through March each year, they leave the frigid coastal waters to bask in the warmth of the crystal clear, 72F water found in Florida's many rivers and springs. Like all other mammals—they are warm-blooded and can't survive in water temperatures below 68F.
